Building Trust in Contexts of Constrained Moral Agency: Post-2019 Hong Kong as an Example Público

Abstract

This thesis is an attempt to demonstrate how building trust in contexts of constrained moral agency is necessary for peacebuilding and efforts of reconciliation. It is grounded in the lived experience of the author’s witness of the changes in Hong Kong since the events in 2019 and engages literature on trust-building and moral agency under constraint to identify possibilities of transformation and social change. It explores the possibilities for trust-building activities that are necessary for peacebuilding and reconciliation work in contexts where the agency of people is constrained. The thesis consists of three parts. The first part offers a description of post-2019 Hong Kong’s context using the framework of moral agency under constraint. Part two addresses some theoretical issues pertaining to trust and illustrates them through the experiences in Hong Kong since 2019. The third and final part shows how trust-building is a form of agency under constraint in the context of post-2019 Hong Kong, as well as proposes guidelines regarding how such trust-building processes can begin in and beyond the city where distrust is prevalent.
